State Department was Right in 1996

The State Dept. had determined it would be a very dangerous mistake to allow OBL to leave the Sudan and go to Afghanistan. OBL has private planes, a lot of money, charisma, followers, and many other characteristics that would make it virtually impossible to track him if he went there. [read the article here].
