Countries of Concern

‘Countries of concern’ for dual-use technology: Pakistan and India on American list

NEW DELHI: India has taken serious note of the new US law that requires a “special license” for expatriate researchers employed in US laboratories. Indian concern lies in US inspector general on exports’ report where India, along with China, Cuba, Iran, Iraq, Israel, Libya, North Korea, Pakistan, Russia, Sudan and Syria has been mentioned as a country of ‘concern’. India is concerned that this new action will hurt students and trade. Students must now get a special license from the Commerce Dept.

Commerce? Can you say Sec. Ron Brown? This used to be the concern of the Energy Dept. until Sec. Brown was saddled with it over in Commerce. (Sec. Brown met a mysterious death.) Our "sensitive" labs should be overseen by the Energy Dept. Many foreign students work in our labs.

Dual-use refers to technologies, which have a civilian as well as a military application. In times such as these, we cannot be too careful. They should have thought about that before building nuclear weapons.
