CIA issues warning on China’s military efforts

Proposal would house prisoners in Mexico

I like this idea, except for a little thing called our Constitution! No state is able to enter into foreign contracts. Article I, Section 10. "No states shall enter into any treaty, alliance, or confederation;" I wish we could. I would do it in a heartbeat.
